A Continuous Transportation Network Design Problem with the Consideration of Road Congestion Charging

This paper proposes a biobjective continuous transportation network design problem concerning road congestion charging with the consideration of speed limit. The efficiency traffic and reduction pollution in environment are improved by designing reasonable capacity enhancement limit strategy. A bilevel programming model is developed to formulate proposed problem. first target upper optimization efficiency, other total cost vehicle emissions; these objectives required devise optimal scheme, limiting schemes for different time periods, pricing scheme. lower-level involving travellers’ route choice behaviours uses stochastic user equilibrium (SUE) theory. Based on nondominated sorting genetic algorithm, which applied solve model, numerical example illustrate effectiveness algorithm. results show that implementation measures congested sections would help alleviate network, effectively save infrastructure investment limited urban land resources, increase fiscal revenue, open up new sources funds construction.
